Minced Meat Rolled Potatoes

Ingredients:
- 4 medium-sized potatoes
- 1 cup grated cheddar cheese
- 2 eggs
- 1 teaspoon black pepper
- 1 teaspoon red pepper flakes
- Salt
For the Minced Meat Filling:
- 300g minced meat
- 2 tablespoons vegetable oil
- 1 onion
- 2 green bell peppers
- 1 red bell pepper
- 1 tablespoon tomato paste
- Black pepper
- Salt
- 1 cup hot water
- Quarter bunch of parsley (finely chopped)
For the Topping:
- 1 cup grated cheddar cheese
Instructions:
- Start by peeling and grating the potatoes. Squeeze out the excess water and place them in a deep bowl.
- Add grated cheddar cheese, eggs, black pepper, red pepper flakes, and salt to the grated potatoes. Mix well to combine.
- Spread the potato mixture evenly onto a baking tray lined with parchment paper. Use a spoon to flatten and smooth it out.
- Bake the potatoes in a preheated oven at 190°C (375°F) until the surface is golden brown.
- For the minced meat filling, heat vegetable oil in a pan and sauté the finely chopped onion until translucent.
- Add the minced meat and continue cooking until the water is absorbed. Then add tomato paste, black pepper, and salt. Cook for an additional 2-3 minutes.
- Pour the hot water into the pan, cover with a lid, and let the minced meat cook until tender and the water is absorbed.
- Spread the cooked minced meat evenly over the baked potato base.
- Roll up the potato base with the minced meat inside to form a log. Place the rolled potato log in the center of the baking tray.
- Sprinkle grated cheddar cheese over the rolled potatoes.
- Return the tray to the oven and bake until the cheese on top is melted and golden.
- Remove the minced meat rolled potatoes from the oven and slice them before serving.
